En el contexto del sistema presidencial chileno, el artículo analiza el rol del Congreso en la elaboración de la política exterior, desde la perspectiva del enfoque transaccional desarrollado por Pablo Spiller y Mariano Tommasi (2000). De este modo, se plantea que el trabajo del Congreso en general, y de las comisiones de Relaciones Exteriores del Senado y de la Cámara de Diputados en particular, se caracteriza por la permanencia y continuidad de los miembros y, en consecuencia, por un trabajo especializado (...) y de alta calidad profesional, lo que favorece la cooperación entre los actores y los intercambios intertemporales entre éstos. En los procesos de identificación social muchas veces la valoración del pasado resulta fundamental. La existencia objetiva de esa valoración ha propiciado que distintos actores sociales, en diferentes momentos históricos, hayan hecho uso del pasado en la estructuración de las ideologías que sustentan los procesos de identificación y, en consecuencia, sus propios proyectos políticos. Es decir, los mitos políticos están compuestos manifiestamente de dos componentes básicos. Por un lado, consisten en la así llamada política simbólica y por el otro lado, (...) son parte de la memoria colectiva. Es por esto que los mitos se enfrentan con las bases mismas del proyecto de modernidad, quizás la razón por la cual sea la politología la disciplina de las ciencias sociales que menos los ha estudiado. La utopía andina, el mahdi o el doceavo imán, el emperador alemán oculto y dormido y el bolivarianismo, constituyen algunos estos mitos políticos. (shrink)

IntroductionCardiology is characterized by its state-of-the-art biomedical technology and the predominance of Evidence-Based Medicine. This predominance makes it difficult for healthcare professionals to deal with the ethical dilemmas that emerge in this subspecialty. This paper is a first endeavor to empirically investigate the axiological foundations of the healthcare professionals in a cardiology hospital. Our pilot study selected, as the target population, cardiology personnel not only because of their difficult ethical deliberations but also because of the stringent conditions in which they (...) have to make them. Therefore, there is an urgent need to reconsider clinical ethics and Value-Based Medicine. This study proposes a qualitative analysis of the values and the virtues of healthcare professionals in a cardiology hospital in order to establish how the former impact upon the medical and ethical decisions made by the latter.ResultsWe point out the need for strengthening the roles of healthcare personnel as educators and guidance counselors in order to meet the ends of medicine, as well as the need for an ethical discernment that is compatible with our results, namely, that the ethical values developed by healthcare professionals stem from their life history as well as their professional education.ConclusionWe establish the kind of actions, communication skills and empathy that are required to build a stronger patient-healthcare professional relationship, which at the same time improves prognosis, treatment efficiency and therapeutic adhesion. The current mainstream in cancer research favours the idea that malignant tumour initiation is the result of a genetic mutation. Tumour development and progression is then explained as a sort of micro-evolutionary process, whereby an initial genetic alteration leads to abnormal proliferation of a single cell that leads to a population of clonally derived cells. It is widely claimed that tumour progression is driven by natural selection, based on the assumption that the initial tumour cells acquire some properties that endow (...) such cells with a selective advantage over the normal cells from which the tumour cells are derived. The standard view assumes that the transformed bodily cell somehow acquires "responsiveness" to natural selection independently of the whole organism to which the cell belongs. Yet, it is never explained where such an acquired capacity to respond to natural selection by the individual bodily cell comes from. This situation poses many difficult questions that so far have been left unanswered. For example, there is no explanation why some cells belonging to an organised whole and as such having no independent capacity for survival, apparently become 'independent' entities, able to respond to selective pressures in an autonomous fashion and then to be evaluated by natural selection. Hereunder it is argued that such a qualitative change cannot be the consequence of specific genetic mutations. Moreover, it is shown that natural selection is unlikely to be acting within the organism during tumour development and progression and that tumour evolution is a random, non-adaptive process, driven by no fundamental biological principle. Thus, mutations in the so-called oncogenes and tumour suppressor genes observed in epithelial cancers (that constitute more than 90% of all cancers) are not the result of selection for better cellular growth or survival under restrictive conditions. Instead, here it is suggested that they are the consequence of genetic drift acting upon gene functions that become non-relevant, either for the individual or the species fitness, once the organism is past its reproductive prime and as such, they also become superfluous for cell survival in the short term. It is proposed that the origin of cancer is epigenetic and it is a consequence of the need for a continued turnover of the individuals that constitute a species. (shrink)

The aim of this paper is to define a partial Propositional Type Theory. Our system is partial in a double sense: the hierarchy of (propositional) types contains partial functions and some expressions of the language, including formulas, may be undefined. The specific interpretation we give to the undefined value is that of Kleene’s strong logic of indeterminacy. We present a semantics for the new system and prove that every element of any domain of the hierarchy has a name in the (...) object language. Finally, we provide a proof system and a (constructive) proof of completeness. (shrink)

An extended examination of Libet's works led to a comprehensive reinterpretation of his results. According to this reinterpretation, the Minimum Train Duration of electrical brain stimulation should be considered as the time needed to create a brain stimulus efficient for producing conscious sensation and not as a basis for inferring the latency for conscious sensation of peripheral origin. Latency for conscious sensation with brain stimulation may occurafterthe Minimum Train Duration. Backward masking with cortical stimuli suggests a 125-300 ms minimum value (...) for the latency for conscious sensation of threshold skin stimuli. Backward enhancement is not suitable for inferring this latency. For determining temporal relations between stimuli that correspond to subjects' reports, theendof cerebral Minimum Train Duration should be used as reference, rather than its onset. Results of coupling peripheral and cortical stimuli are explained by a latency after the cortical Minimum Train Duration, having roughly the same duration as the latency for supraliminal skin stimuli. Results of coupling peripheral stimuli and stimuli to medial lemniscus (LM) are explained by a shorter LM latency and/or a longer peripheral latency. This interpretation suggests a 230 ms minimum value for the latency for conscious sensation of somatosensory near-threshold stimuli. The backward referral hypothesis, as formulated by Libet, should not be retained. Long readiness potentials preceding spontaneous conscious or nonconscious movements suggest that both kinds of movement are nonconsciously initiated. The validity of Libet's measures of W and M moments (Libet et al., 1983a) is questionable due to problems involving latencies, training, and introspective distinction of W and M. Veto of intended actions may be initially nonconscious but dependent on conscious awareness. (shrink)

1. Introduction The readiness potential was found to precede voluntary acts by about half a second or more (Kornhuber & Deecke, 1965). Kornhuber (1984) discussed the readiness potential in terms of volition, arguing that it is not the manifestation of an attentional processes. Libet discussed it in relation to consciousness and to free will (Libet et al. 1983a; 1983b; Libet, 1985, 1992, 1993). Libet asked the following questions. Are voluntary acts initiated by a conscious decision to act? Are the physiological (...) facts compatible with the belief that free will determines our voluntary acts? What is the role of consciousness in voluntary action? In this paper I will discuss these questions and the answers that Libet gave to them. (shrink)

Considering recent theoretical discussions about the concept of moral legitimacy, this study advances our understanding of its performance consequences. Specifically, it uncovers the mediating role of moral legitimacy in the relationship between regulations and industry performance. Our analysis of the U.S. state-level data on regulations in a controversial industry between 1994 and 2010 yields four significant findings. The results show that regulations not only decrease performance but also negatively impact moral legitimacy. Moreover, this study provides empirical evidence that moral legitimacy (...) is positively related to industry performance, providing much-needed direct support for this premise. Importantly, the results indicate that moral legitimacy mediates the effect of regulations on performance, but only when regulations are aligned with moral values. Overall, this study extends our understanding of how regulations influence moral legitimacy, and in turn impact industry performance. (shrink)

Con un estudio de multicasos, transversal con enfoque metodológico mixto, se concluyó que los directivos tienden a estereotipar su propio comportamiento de acuerdo a los valores culturales concebidos por la sociedad para cada sexo y que el mayor desarrollo de la práctica de la dirección, principios de dirección masculina según Mintzberg y/o femenina según Helgesen (...) con la finalidad de plantear lineamientos de mejora, se puede deber al énfasis que ponga cada director o directora. Critical Qualitative Health Research seeks to deepen understandings of the philosophies, politics and practices shaping contemporary qualitative health related research. This accessible, lively, controversial introduction draws on current empirical examples and critical discussion to show how qualitative research undertaken in neoliberal healthcare contexts emerges and the complex issues qualitative researchers confront. Para ello se ha considerado en primer lugar el carácter intrínsecamente filosófico del ser humano pasando, posteriormente, a defender su presencia en lo social.PALABRAS CLAVEFILOSOFÍA, SOCIEDAD, LIBERTAD, INDIVIDUALIDAD.

Purpose: Empirical studies suggest that corporate social responsibility (CSR) impacts young job seekers’ choices of an employer. Values seem to affect CSR preferences, influencing the felt fit between the person and the organization and hereby the valence of working for that company. This article aims to research in more detail the preference structure of young graduate job seekers. In particular, it seeks to understand whether CSR is important when there is a trade-off between CSR and non-CSR attributes and whether basic (...) value orientations of job seekers have a moderating effect on their employer preferences. Design/methodology/approach: This article used a quantitative approach with a survey sample of 577 German students who were in their last year of study. To gain information on the relative impact of CSR- and non-CSR-related employer characteristics on employer attractiveness, an adaptive conjoint analysis was applied. Correlation analysis and a two-step hierarchical regression were conducted to detect the effects of individual value orientations. Findings: Only a few CSR attributes are relevant for young job seekers compared with other traditional employer attributes. Specific value orientations can be identified as having a moderating effect on CSR preferences. This is particularly the case for value orientations indicating a concern for the welfare of others and the environment positively affect the importance of most CSR attributes while more selfish value orientations have a negative effect. Originality/value: This study sheds light on the relative importance of CSR attributes when compared with non-CSR attributes. Moreover, it relates employee-related preferences to individual value orientations and shows that selected values have a modifying effect on the importance of CSR for job choice. (shrink)

Este artículo analiza la incorporación del soft power como elemento de la política exterior de China para América Latina. Sostenemos que China cuenta con soft power y ha desarrollado una estrategia para proyectarlo en el mundo a partir de su política exterior, basándose en su cultura milenaria, en la cooperación internacional hacia los países en desarrollo y en la promoción de su modelo de desarrollo. Asimismo, la inclusión de China del soft power como elemento de su política exterior en la (...) primera mitad de la década de 2000 tendrá efectos medibles en la intensificación de las relaciones con América Latina en la segunda mitad de esa década. Drawing from Goffman’s original observations on stigma and the consequences of interactions between the stigmatized and supportive or stigmatizing audiences, we conduct a 20-year review of the diverse literature on stigma to revisit the collective nature of stigmatization processes. We find that studies on stigma’s origins, responses, processes, and outcomes have diverged from Goffman’s relational view of stigma as they have overlooked important relational mechanisms explaining the processes of (de)stigmatization. We draw from those conclusions to justify the need to study (...) stigma as a collective phenomenon. We develop a relational perspective on stigma based on understanding how attributes are stigmatized (or not) by audiences in their interactions. We argue that to advance stigma research, it is necessary to build on Goffman’s theory to include the stigmatizers (i.e., the normal) and supporters (i.e., the wise); how they create, sustain, or remove stigma; and how they relate to the stigmatized (i.e., the targets). Accordingly, we provide a research agenda on stigma as a collective phenomenon that theorizes a relational perspective, proposes a typology of how audiences relate to stigmatization, and identifies patterns of relations between audiences. We thus offer a missing piece to existing accounts of stigma by focusing on the key role of audiences (i.e., stigmatizers or supporters of the stigmatized) rather than on the targets of stigma (i.e., the own). Libet's (2000) arguments in defense of his interpretation of his experimental results are insufficient. The claims of my critical review (Gomes, 2008) do not suffer with his new statements.

Claims that necessary and sufficient conditions are not converse relations are discussed, as well as the related claim that If A, then B is not equivalent to A only if B . The analysis of alleged counterexamples has shown, among other things, how necessary and sufficient conditions should be understood, especially in the case of causal conditions, and the importance of distinguishing sufficient-cause conditionals from necessary-cause conditionals. It is concluded that necessary and sufficient conditions, adequately interpreted, are converse relations in (...) all cases. (shrink)

A commentary on articles by Klein, Pockett, and Trevena and Miller, in this issue, is given. Average shift in the point of subjective equality , calculated by Klein on Libet's data, and corresponding change in mean shift, calculated by Libet et al. , may be “corrected,” taking as a reference point the end of the minimum train duration. Values obtained, if significant, indicate a latency for conscious sensation of the skin stimulus of at least 230 ms. Pockett's main conclusions are (...) favored, but her explanation of peripheral–lemniscal couplings is found to be unconvincing. Trevena and Miller's article unsuccessfully tries to rescue a dualist interactionist view. Libet's method of timing intentions is thoroughly criticized. (shrink)

A theory of necessary and sufficient conditions is presented, as well as a theory of necessary and sufficient causes and effects, viewed as a particular case of the former. Ambiguities of the terms 'condition' and 'necessary condition' are explored, and a neutral meaning for 'condition' is favoured. The relation between necessary and sufficient conditions and implicative conditionals (including counterfactuals) is also discussed. Two problems of counterfactual theories of causal explanation are indicated, concerning (i) how to account for causes that are (...) not necessary and (ii) how to interpret the counterfactual from the negation of the effect to the negation of the cause. Application of the theory of necessary and sufficient conditions to Euler’s explanation of the Königsberg bridge problem is discussed. The theory of necessary and sufficient causes and effects is then applied to the flagpole shadow explanation and to two biological explanations, one involving a sufficient but not necessary cause and the other a necessary but not sufficient cause. Causes that are neither sufficient nor necessary are also recognized. Finally, a probabilistic approach to causes that are either not sufficient or not necessary is explored, including its application to examples of such cases. (shrink)

In the Poetics of Aristotle there is a definition of the human being that perhaps has not yet been well considered in educational theory and practice. This definition calls into question a dynamism that according to Plato was unavoidable for an appropriate understanding of the educational process that turns a human being into a beautiful, good and just citizen: mimesis. The paper's intent is to reconsider the definition of the human being, centred on mimesis, presented by Aristotle in the Poetics (...) to demonstrate if, and how, it might establish new paradigms for human coexistence. Aristotle's anthropological statement is included in a much wider discourse concerning philosophy of art; but if isolated from the context, it is an essential definition of human beings that can be synthesised as follows: human beings are the mimetic animal par excellence, and their process of understanding has a fundamental connection with such excellence. Ignorance and/or negligence of how relevant mimesis might be in the educational process may have decisively contributed to separate human beings from this core aspect of their humanity and therefore produced painful consequences in human coexistence. As long as education does not pay attention to the pedagogical implications of the definition taken from the Poetics, how can human flourishing be safeguarded? I argue that recognition of the centrality of mimesis in the educational process allows human edification to proceed devoid of ideological basis, be it secular or confessional; and overcomes the risk of relativism. Mimesis, formerly recognised by Plato as a link between what is expressed and what really is, is masterfully reinterpreted by Aristotle. Aristotle recognised its positive pedagogic value in the Poetics, and nowadays we can recognise how it offers existential dynamics that restore the vital human relationship between self and other. The sense of this proposal lies in giving mimesis the role it deserves in education, by raising the significance of how coexistence might benefit from a vast human dimension, capable of recognising our humanity beyond our rational capacity. Después de casi medio siglo fue derogada la sentencia del caso Roe vs. Wade por la Corte Suprema de los Estados Unidos, lo que puede suponer el fin del aborto en ese país. Se mencionan algunos antecedentes, hitos históricos, arreglos y el contexto de la situación que desembocó en la sentencia mediante la cual se estableció el derecho constitucional al aborto (Roe vs. Wade), se mantuvo la decisión tomada (Planned Parenthood vs. Casey) y finalmente cómo se revocaron las sentencias anteriores (...) (Dobbs vs. Organización de Salud Femenina Jackson). Se concluye, desde una perspectiva biojurídica, que se corrigió un fallo no solo controvertido en su aplicación, sino sobre todo en su génesis, donde queda claro que el aborto no es un derecho constitucional y que los organismos judiciales no son competentes para regular sobre esa materia y sobre otras análogas. Desde el punto de vista bioético, es un fallo revocatorio histórico, que rectificó una de las mayores injusticias contemporáneas, que puso por encima la autonomía individual sobre el hecho biológico incontrovertible de una nueva vida humana y el cuidado que demanda su dignidad ontológica: Roe vs. Wade costó la vida a millones de embriones, en los Estados Unidos y en el resto del mundo. _Importance and implications of an oath in times of a pandemic_ _Importância e implicações de um juramento em tempos de pandemia_ La pandemia del SARS-CoV-2, que causa el Covid-19, es un hecho que está desestabilizando no solo los sistemas de salud, sino la misma cultura actual. En torno a ella hay una serie de elementos que complican su contención, mitigación y tratamiento: interrogantes sobre su origen, profusión de información, medidas de aislamiento con efectos diametralmente opuestos, despertar de una pesadilla de (...) agresión al ecosistema, develamiento de falencias y fragilidades de gobiernos, sistemas económicos y de salud pública; crisis de liderazgo y un largo etcétera. Se examina el trabajo del talento humano en salud a partir de la constatación de situaciones paradójicas frente al mismo y se plantea la importancia del Juramento hipocrático, como razón que justifica el accionar del personal de salud en escenarios normales, pero sobre todo en situaciones límite. Se concluye que el Juramento hipocrático, más que la Declaración de Ginebra, es un punto de partida clave para el actuar médico, también en las crisis, y que la humanidad debería cambiar y salir fortalecida de la pandemia, porque aprendió las lecciones que el Covid-19 le ha dejado. _Para citar este editorial / to reference this editorial / para citar este editorial_ Gamboa-Bernal GA. ¡Cuán lejos estamos del clasicismo, y cuánto necesitamos de él! La necesidad de incorporar más estudios humanísticos es una necesidad que no puede sino sonar hoy terriblemente arcaica, inadaptada a los tiempos que –literalmente– corren, inútil a una democracia que ha perdido el rumbo y que trepida a la consolidación de lo técnico, donde la deliberación ha sido reemplazada por lo instintivo, por la irreflexión, por el espectáculo; en fin, si hay una consigna que hoy suena como una bella sinfonía (...) opacada por el ruido circundante, no es sino aquella que clama por la reivindicación del humanismo en nuestra educación como una condición ineludible de una democracia realmente deliberativa. Esto ya lo había atisbado nuestra poetisa, cuando señaló que las briznas apenas asomadas del humanismo fueron quemadas en varios países “y que lo científico entró con una presencia borrosa de fantasma, es decir, sin capacidad para suceder a la patrona arrojada de las aulas” (98). This book considers the seminal debate in jurisprudence between Ronald Dworkin and Stanley Fish. It looks at the exchange between Dworkin and Fish, initiated in the 1980s, and analyses the role the exchange has played in the development of contemporary theories of interpretation, legal reasoning, and the nature of law. The book encompasses 4 key themes of the debate between these authors: legal theory and its critical role, interpretation and critical constraints, pragmatism and interpretive communities, and some general implications of (...) the debate for issues like the nature of legal theory and the possibility of objectivity. The collection brings together prominent legal theorists and one of the protagonists of the debate: Professor Stanley Fish, who concludes the collection with an interview in which he discusses the main topics discussed in the collection. O presente ensaio se empenha em problematizar elementos contidos nos conceitos de illness e disease proposto pelo Dr. Arthur Kleinman ; especificamente no capítulo II do seu livro “The illness narratives: surfering, healing and the human condition. Nesta obra Kleinman vai dissecar o fenômeno da enfermidade e suas aflições tendo reflexos nas reações psicológicas e sociais. Ou seja, a disease tendo desdobramento na illness. A questão fundamental a que esse ensaio propõe é pensar uma inversão e refletir se illness altera (...) disease? Minha proposta é adentrar neste caminho pela via das reações emocionais e homeostasia. Um dos objetivos da revista eletrônica Kínesis é apresentar pesquisadores que tenham seu nome vinculado a pesquisas sobre temas filosóficos contemporâneos. Para abrilhantar a edição inaugural e especial da revista Kínesis, apresentamos uma entrevista com um dos professores que, além de pesquisar temas filosóficos contemporâneos, fortemente trabalhou para a instalação do programa de pós-graduação em Filosofia na Faculdade de Filosofia e Ciências do campus da UNESP de Marília.

This paper investigates whether 'even if A, B' is pragmatically polysemic, so that a nonconcessive conditional may have 'even if', and whether concessive conditionals, pragmatically defined, can fail to have 'even if' or a non-temporal 'still'. Different paraphrases are used to help elucidate pragmatic meanings. A theory of the pragmatic meanings of concessive and implicative conditionals is presented. The semantic meaning of 'even if' and the question of whether concessive conditionals imply the truth of their consequents are also discussed.
